In Syria and Iraq, more than 40,000 people from more than 120 nations joined ISIL/Da’esh and other terrorist organizations. Tens of thousands have been imprisoned in camps in northeastern Syria and Iraq since ISIL’s territorial collapse in 2019. Returnee rehabilitation and reintegration present many difficulties, particularly when it comes to striking a balance between security and human rights. In response to a UN request and pertinent Security Council decisions, Central Asian nations have returned more than 2,100 people. UNODC has been helping Central Asian countries deal with the dangers of foreign combatants and the difficulties of prosecuting, rehabilitating, and reintegrating returnees since 2019.
