Gap Analysis of Digital Tools to SupportVictims of Terrorism (UNCCT)

In order to better support terrorist victims and survivors, new and developing technologies are becoming indispensable. Digital solutions, such as AI-supported training for first responders and platforms that link survivors with medical, psychosocial, and legal services, can increase access, enhance coordination, and close long-standing support gaps when used responsibly and in accordance with human rights principles. This is especially true in underserved or surge-response contexts. Global commitments to fair, rights-based digital transformation are reinforced by recent UN frameworks like the Pact for the Future and the Global Digital Compact. The “Gap Analysis of Digital Tools to Support Victims of Terrorism” by the UNOCT highlights serious flaws in the current support systems and demonstrates how digital innovation might improve victim assistance’s accessibility, timeliness, safety, and dignity. The paper provides design recommendations for inclusive, victim-centered technologies, even in low-connectivity situations, based on substantial research and feedback from victims’ associations around the world. It is the first product of UNOCT’s Tech for Victims of Terrorism initiative, which attempts to match the rights and needs of victims and survivors with emerging technologies.
