Comment: We should not forget about the effects counter-terrorism and mainstream online content already have on people who do not live in a uniform filter bubble, as some extremists may. There is regulation, there is content other than extremist documents, media, and discussions. This other content, along with regulation, yields effects of moderation, whether we realize it or not. While it is difficult to influence hardliners online, it is similarly difficult to reach them in the non-online world… We can hardly measure it, but every piece of content other than extremist content counts, not ad campaigns on the web alone.
