The growing overlap between transitional justice and counterterrorism is examined in the current chapter. In line with the four pillars of transitional justice – truth, justice, reparation, and non-recurrence – the UN’s counterterrorism strategy has evolved since 2006 to emphasize human rights and victims. According to the authors, transitional justice can help states implement more all-encompassing counterterrorism strategies that address the underlying causes, assist victims, and protect human rights through the use of instruments like truth commissions and reparations plans. Although this convergence has advantages, there are drawbacks as well. In the end, the chapter promotes victim-centered, rights-based tactics to foster enduring peace.
