The lack of robust program theory and frameworks to comprehend and measure change is a major problem in combating violent extremism (CVE), which is addressed in the current paper. It presents an evidence-based theory of change for the Community Integration Support Program (CISP), Australia’s oldest CVE program. 52 interviews and quantitative client assessments were used in this mixed-methods study to identify key program elements that assist clients in disengaging from extremism. Findings show that significant change frequently takes more than three years and highlight the importance of individualized, culturally sensitive support provided by dependable staff. The authors urge CVE programs to use evidence-based, context-specific strategies.
