In the Middle East and North Africa (MENA), terrorism and the emergence of foreign terrorist fighters (FTFs) continue to pose serious security risks. The UNODC organized a regional workshop in Cairo from May 26–28, 2025, in collaboration with Egypt’s Ministry of Foreign Affairs and Public Prosecutor’s Office, to discuss these issues. Senior officials from criminal justice and law enforcement agencies in Algeria, Egypt, Iraq, Jordan, Lebanon, Morocco, Somalia, Tunisia, and Yemen attended the seminar, which focused on enhancing collaboration to prevent and counter terrorism and FTFs. Participants exchanged best practices over the course of three days, with an emphasis on legal frameworks, international collaboration, and doable strategies to enhance cross-border investigations and prosecutions.
