Victims of Terrorism and Reparation in France: A Sui Generis System (ICCT)

The current policy paper examines France’s two-pronged compensation system for victims of terrorism, which combines JIVAT (a specialist civil claims body) and FGTI (solidarity-based financial aid). It draws attention to France’s larger dedication to symbolic reparation via national acknowledgment, education, and memorials. Even with advancements, problems still exist, such as uneven restitution, red tape, and the exclusion of victims from other countries. The report suggests extending reparations to victims of foreign crimes, improving psychological support, simplifying compensation guidelines, and broadening the scope of JIVAT. Although it needs more work, the French model presents a promising paradigm for victim-centered justice.
